OUR PARTNER

Why the Gambia Supreme Islamic Council

The Gambia Supreme Islamic Council (GSIC) is a national Islamic coordinating institution in The Gambia. It gives us an established platform through which help can be coordinated, reviewed, distributed, monitored, and documented.

Together, we're proposing a transparent and accountable way to bring Islamic educational resources to the schools, centers, and communities that need them most, across the country.

Who the program is for

  • Islamic schools and madrassahs
  • Qur'anic memorization centers
  • Mosques, scholars, imams, teachers, and preachers
  • Students of Islamic education
  • Underserved Muslim communities

Priority goes to underserved and resource-constrained communities, chosen by transparent criteria without favoritism or political considerations.

OBJECTIVES

What the partnership sets out to do

Wider access

Increase access to Qur'ans and authentic Islamic educational materials among underserved institutions and communities.

Support teaching

Equip Islamic schools, madrassahs, memorization centers, mosques, teachers, and students with the right learning resources.

A national system

Build a transparent national process for identifying needs and distributing donated materials.

Reviewed content

Make sure every item is reviewed for religious, educational, linguistic, and cultural appropriateness.

Accountability

Keep proper inventory, beneficiary records, monitoring, and reporting.

Room to grow

Build a partnership strong enough to attract more donors and expand educational support over time.

WHO DOES WHAT

Two partners, clear roles

We focus on raising and sourcing resources here. The GSIC leads coordination and implementation on the ground in The Gambia.

National coordination and implementation

  • Provide documentation of its legal status, mandate, and governance
  • Coordinate with government authorities, Islamic education bodies, and community leaders
  • Name a focal person or team for day-to-day work
  • Run needs assessments and keep a database of eligible institutions
  • Lead scholarly review of every title before distribution
  • Receive, inspect, store, and keep an inventory of all materials
  • Distribute to approved beneficiaries with signed receipts
  • Monitor use and send regular narrative, inventory, and financial reports
HOW IT WORKS

From need to delivery, in eight stages

Every round of support would follow the same cycle, so nothing ships without a confirmed need and nothing is distributed without review.

  1. 1Needs assessment

Identify and verify priority institutions and communities.

  2. 2Program planning

Agree on beneficiaries, materials, quantities, locations, schedule, and budget.

  3. 3Review & approval

The GSIC coordinates scholarly and technical review of every title.

  4. 4Procurement & shipment

Safr-e-Haq buys the materials and arranges international shipping.

  5. 5Receipt & inventory

The GSIC receives, inspects, records, and securely stores materials.

  6. 6Distribution

Materials go out according to the approved beneficiary lists.

  7. 7Verification

The GSIC confirms receipt and that materials are being used well.

  8. 8Reporting

Narrative, financial, inventory, and beneficiary reports, reviewed jointly.

MATERIAL REVIEW

Nothing is handed out before it's reviewed

No Islamic publication or digital material is distributed until the agreed scholarly review and approval is complete.

  • Consistent with authentic Islamic teachings
  • Suitable for the people receiving it
  • Accurately and appropriately translated
  • Educationally and culturally right for The Gambia
  • Free of extremist, sectarian, discriminatory, or partisan content
  • Compliant with Gambian law and national requirements
DELIVERY RECORDS

What every delivery record includes

DISTRIBUTION RECORDSafr-e-Haq × GSIC
Beneficiary institution
Location
Type of institution
Contact person
Materials & quantities
Date of distribution
Signed acknowledgement of receipt

Where practical, photos or location references are added too, while respecting privacy.

SAFEGUARDS

Protecting every gift from misuse

Donated materials must reach approved beneficiaries and never be sold, diverted, or traded for political, commercial, or personal gain. Any suspected loss, fraud, or misuse is documented, investigated, and reported.

REPORT

Narrative

Activities completed, institutions and regions reached, challenges, lessons learned, and recommendations.

REPORT

Distribution & inventory

Materials received and distributed, beneficiaries, remaining stock, any losses, and signed records.

REPORT

Financial

Funds received, spending by budget line, supporting documents, and remaining balance.

Monitoring goes beyond confirming delivery: it checks whether materials are actually being used, their condition, beneficiary satisfaction, and new needs. A joint coordination committee from both organizations would meet quarterly and review the partnership every year.

BUDGET

Every dollar in one of three categories

Splitting the budget this way makes it easy to see how much goes straight to recipients. Administrative costs should stay reasonable and proportionate to the help delivered.

A

Direct program costs

What recipients actually receive: Qur'ans, Islamic books, educational and digital resources, and other approved learning materials.

B

Logistics & implementation

Shipping, customs and handling, warehousing, inland transport, distribution, needs assessment, and monitoring.

C

Management & accountability

Coordination, financial management, documentation, reporting, and independent financial review or audit.

MEASURING SUCCESS

How we'll know it's working

We'll track outcomes, not just how many boxes were delivered. Results will be posted on our transparency page.

  • Qur'ans distributed
  • Islamic books and educational materials distributed
  • Beneficiary institutions and regions reached
  • Students, teachers, imams, and community members reached
  • Share of materials backed by a signed acknowledgement
  • Share of beneficiaries verified through monitoring
  • Share of materials confirmed in proper educational or religious use
  • Beneficiary satisfaction
  • Share of spending backed by financial documentation
  • Cases of loss, diversion, or unauthorized sale, and the action taken
BEYOND THE PILOT

Where this could go next

If the pilot goes well, the partnership could grow beyond Qur'ans and books.

  • Islamic school libraries and reading corners
  • Support for Qur'anic memorization centers
  • Resource packages for teachers and imams
  • Digital Islamic libraries and learning platforms
  • Translation and publishing of educational materials
  • Support for disadvantaged students
  • Training for teachers and Qur'anic instructors
  • Community Islamic literacy and reading programs
  • Resources for women and youth
  • Partnerships with publishers and Islamic charities
